Smart and PLDT spokesman Ray Espinosa blamed Wednesday, September 3, “abusive users” for the slow internet speeds in the country.
PLDT head of Regulatory Affairs and Policies Ray Espinosa said the abusive behavior of some users slows the internet speeds of the entire network.
“The abusive users are detriment to public service in terms of Internet service,” PLDT and Smart Communications representative said during the hearing of the Senate committee on trade, commerce, and entrepreneurship held last September 3. The hearing was based on the resolution filed by Senator Paolo Benigno “Bam” Aquino IV seeking to probe the impact of slow and expensive Internet connection provided to consumers.
He added that the downloading of movies, which consumes a large volume of bandwidth, from various websites on the Internet also “destroys the public service altogether.”

Espinosa expected that the National Telecommunications Commission (NTC) would consider an idea of using a measurement tool to determine consumption patterns of Internet subscribers for measuring quality of service, but NTC claimed that there was no equipment to measure the Internet speed.
