“Whereas, it has been a long time tradition that is being observed that November 2 is All Souls’ Day, and every Filipinos show their respect by way of visiting the graves of their departed love ones;” Administrative Order No. 3 issued by Office of the City Mayor of Cauayan on October 27, 2017.

“Whereas, in order to spend more time in observing the said tradition, they are given more time to celebrate by declaring November 2 as Special Non-working day in the City of Cauayan, Isabela,” it added.
