The procalamations of above local government units were based on the traditional observance of All Souls’ Day on November 2.
“Whereas, it has been a long time tradition that is being observed that November 2 is All Souls’ Day, and every Filipinos show their respect by way of visiting the graves of their departed love ones;” Administrative Order No. 3 issued by Office of the City Mayor of Cauayan on October 27, 2017.
“Whereas, in order to spend more time in observing the said tradition, they are given more time to celebrate by declaring November 2 as Special Non-working day in the City of Cauayan, Isabela,” it added.

Meanwhile, Executive Order No. 2017-10-076 issued by Tacloban City Mayor Cristina Romualdez on October 30, 2017 said that aside from the Presidential Proclamation No. 50 of President Rodrigo Duterte declaring October 31, 2017 and November 1, 2017 as special non-working days throughout the country, a temporary suspension of classes for all levels in public and private schools, and work in all government offices in Tacbloban City on November 2, 2017 is declared to give way to meaningful and profound commemorations within the City of Tacloban.
