The ranking of the best secondary education schools in the Philippines for 2018 has been released, which currently featured only 67 out of the 2,158 colleges and universities offering bachelor of secondary education.
Philippine Normal University-Mindanao in Prosperidad, Agusan del Sur led the list of the top performing schools offering secondary education undergraduate programs in 2018 with 90.34 percent overall score based on overall board exam performance (70%), accreditation (20%), and faculty-student ratio (10%). University of Santo Tomas followed with 87.26 percent while Philippine Normal University-Manila and University of the Philippines-Diliman ranked third and fourth with 86.68% and 85.95% overall scores, respectively. Cebu Normal University landed fifth with 84.86 percent overall score. These schools are currently Centers of Excellence (COE) for teacher education as accredited by the Commission on Higher Education (CHED).
Rounding out the remaining five places for the first top 10 performing schools are the Saint Louis University at 6th rank, West Visayas State University-La Paz at 7th, Mindanao State University-Iligan Institute of Technology at 8th, Philippine Normal University-North Luzon in Alicia, Isabela at 9th, and Benguet State University-La Trinidad at 10th. These schools are also presently Centers of Excellence (COE) in teacher education.
The rankings are based on the results of two licensure examinations this year (March and September) plus other factors including level of accreditation and faculty-student ratio to find out which schools offering undergraduate programs in secondary teacher education have the most valuable degree programs to produce batch of examinees with high licensure examination for teachers (LET) passing rates.
The ranking uses the same performance indicators as the Local Pulse School Rankings, however the weightings for number of examinees were adjusted to reflect programs with large disparity of number of examinees. Details on the methodology are discussed here. Other possible factors which are possibly secondary variables in determining the best Philippine schools to study teacher education are included in the disclaimer page. Factors such as international linkages, community involvement, employer reputation, research outputs, and research citations per faculty are not part of this study. These variables are assumed to be assessed by accredited agencies such as PACUCOA, PAASCU, and AACCUP.

To rank the schools, we took the weighted passing rates of the two licensure examination for teachers (secondary level) this year, the number of examinees, and top performing examinees as the overall board exam performance, and faculty-student ratio and accreditation status of the secondary teacher education undergraduate program as other criteria. Note that the passing rates we used this year were adjusted to 65% and above (unlike the PRC’s 80%), and minimum of 50 examinees (similar to the PRC’s 50 minimum examinees).
